How much CO2 is produced when manufacturing the following?

From ground to finished product how much CO2 is produced when manufacturing: 1tonne of cement 1tonne of rail steel 1tonne of copper cable/wire 1tonne of aluminium I ask, because the UK are committed to reducing their CO2 footprint and tax people to that aim, yet the UK Govt is committed to spending 32billion on HS2 which will save 30mins on a train journey from London to Birmingham. This will involve millions of tonnes of the above list, and I want to know how much this will affect the UK Govt targets on reductions. Does it matter if the UK buys cement from China, if the CO2 is produced for the benefit of the UK? Thank you for your help.
